Business Setup in the UAE

Mainland, free zone and offshore company setup across Dubai, Abu Dhabi, Sharjah, Ajman and Ras Al Khaimah — with honest advice on which jurisdiction actually fits your business.

The UAE offers dozens of licensing jurisdictions, and the cheapest package is rarely the right one. Digital Connect matches your activity, visa needs, client base and banking profile to the correct jurisdiction, then executes the licence, visas and bank onboarding.

Mainland, free zone or offshore?

This is the decision that determines your cost, your client access and your banking experience. Free zone packages are marketed aggressively on price, but they are not always the right instrument.

Mainland (DED / ADDED)

Licensed by the emirate's economic department. Best when you need to trade directly with the UAE domestic market without a distributor, serve government clients, or open multiple retail or service locations.

Free zone

Licensed by an individual authority with its own rules and visa quotas. Strong for regional trading, consulting, media, technology and logistics, usually with straightforward foreign ownership and defined packages.

Offshore

A holding and asset-structuring vehicle rather than an operating licence. It cannot occupy premises or issue visas, so it is a complement to an operating entity, never a replacement.

What UAE business setup involves

The licensing route is shorter than in many markets, but the compliance layer added over recent years — economic substance, ultimate beneficial ownership, corporate tax and anti-money-laundering registration — means the post-licence work is now the substantial part.

  • Activity and jurisdiction selection with a cost comparison across shortlisted authorities
  • Trade name reservation and initial approval
  • Licence issuance, establishment card and immigration file
  • Office, flexi-desk or warehouse arrangement as the licence requires
  • Investor and employee visas, Emirates ID and medical processing
  • Corporate bank account introduction and compliance pack preparation
  • Corporate tax and VAT registration where thresholds apply

Cost of setting up a business in the UAE

Free zone packages, mainland licences and visa quotas are priced separately, and authorities revise fees regularly. The honest comparison is total first-year cost — licence, establishment card, immigration file, office solution, visas, medicals, Emirates ID and bank onboarding — not the headline licence fee.

We produce a side-by-side comparison of two or three suitable jurisdictions with current fees so the decision is made on real numbers rather than on advertising.

Banking and compliance realities

UAE bank onboarding is a compliance exercise. Banks scrutinise the shareholder chain, source of funds, expected transaction flows and the substance of your operation. Companies that arrive with a thin file wait longer or are declined.

We prepare the banking pack alongside the licence application — group structure chart, business plan, contracts or LOIs, and residency documents — so account opening starts from a position of strength.

Expanding between the UAE and Saudi Arabia

Many of our clients run a UAE entity as a regional hub and a Saudi entity for domestic contracting. The two structures interact — on tax residency, on intercompany invoicing, and on where staff are sponsored.

Because we set up in both markets, we plan the pair together rather than solving each in isolation.

Frequently asked questions

Is a free zone or mainland licence better?

It depends on who you sell to. If your clients are UAE-based businesses, consumers or government entities, mainland usually removes friction. If you serve regional or international clients from a UAE base, a free zone is often cheaper and faster. We compare both for your specific activity.

Can foreigners own 100% of a UAE company?

Full foreign ownership is available in free zones and, following reforms, across a wide range of mainland activities. A small set of strategic activities still carries local participation requirements.

How many visas can I get?

Visa quotas depend on jurisdiction and on the office space attached to the licence. Flexi-desk packages carry small quotas; larger premises unlock more. We size this to your hiring plan upfront.

Do I have to be in the UAE to set up?

Much of the licensing can be handled remotely, but visa medicals, Emirates ID biometrics and most bank onboarding require a personal visit. We plan a single efficient trip where possible.

Does my UAE company pay corporate tax?

The UAE operates a corporate tax regime with a registration obligation and reliefs that depend on income level and qualifying free zone status. We register you correctly and refer complex positions to a licensed tax adviser.

Can you also set up my company in Saudi Arabia?

Yes. We handle both markets and plan cross-border structures together, which avoids duplicated cost and awkward retrofits later.
